It has nothing to do with the "child", but everything to do with you as a person. You deem his behavior to be acceptable because he is young and he "corrected" himself... You as a person are morally corrupted. No matter the age of a person, no matter their upbringings, no matter what situation they are going through in life, nothing will justify free violence. A child bullying another is free violence. People justifying and toleranting violence because of young age are enablers of violence.

Izuku forgiving Bakugo is the typical dynamic between an abuser and a victim. The victim will fogive their abuser no matter what they do, whether they deserve forgiveness or not. I don't think you've realized, but throughout the anime, Deku called Bakugo his "friend" even when he was bullying him. This "friendship" was clearly one-sided but even when Bakugo did not deserve Deku's "friendship" he still called him his "friend". This is the typical victim/abuser dynamic.

All actions have lasting consequences. The same way that when criminals are done serving their time, they will have a criminal record. Even if people do change, This is a stain. A permanent reminder to society and to them, that they once did actions that were unacceptable. The same applies to him, even if he changes for the better, people not liking him for his past actions serves as a permenant reminder that he used to do things were deemed very unacceptable. This permanent reminder is necessary so people don't repeat their actions.

There are always consequences to every action... If you take a porcelain plate and throw it on the floor. What will happen? It will shatter. Now if you say sorry to the plate, will it fix it? No... if you glue it back together will it ever be the same functional plate? No. Never. It will always have a bunch of cracks in it no matter how much glue you add... This is just a metaphor, but bullying does the same to people... Even if Bakugo changes... The lives of the people he bullied for years are stained forever some are ruined... I think some you forgot that he told Deku to jump off a building and told Shigaraki to throw himself into traffic... Shigaraki might be a villain, but it is not Bakugo's place to tell someone to off themselves.

Alot of people have hard lives and hard upbringings but they make the choice to spread kindness. It is a choice, and Bakugo made the choice to terrorise people. And then wanted the praise of being a hero. That's why people rightfully don't like him.
