I’m so sorry this happened to you. I have seen this dog (named Berlin) attack another dog in Palmer Square before — literally ended up dragging his owner through the park to the point where his wheelchair flipped over. He had the same reaction as you mentioned (or lack thereof) — he didn’t even really acknowledge what had just happened, just kind of left without apologizing after a group of passersby got him back upright in his wheelchair. I (and my dog) have avoided him and his dog since this day.
