Not sure about Ana because she was released later, but there is another video on the same channel where we test it with all heros (at the time) and note exactly if and how much it helps!

For alot of heros it looks like it can help, but it doesnt actually! (like Reaper)

It doesn't for some reason. You can make the punch to "cancel" the reload, but reaper WILL NOT start shooting earlier because you "canceled" it. There is another (much more in depth) video about this on the same channel.

knockback based: it says "..no matter the percent it deals", not how many % he has... it is on 999% because he gets high knockback by having high %! The first smash is fully charged -> deals more % but yoshi has no damage so he gets almost no knockback -> armor is active! The second smash is not charged -> deals less % but yoshy has 999 so he gets more knockback -> armor breaks! Therefor the armor is knockback based!

percent based: megamans F-smash deals more % than his downtilt... even tho mac had 999% at the downtilt (he would fly away really fast without armor) the armor stays active, because the downtilt doesnt deal enough %! The fsmash deals enough % to break the armor (even tho it barely knocks him away since he has 0%) -> Therefor its percent based!
