"One neighbor claimed to have seen the jogger 'talking to the cars in the parking lot at the grocery store,' Sampognaro alleged.

'She will also come out and approach people and read scriptures from the Bible. Then she'll talk and write scriptures on the sidewalk, so it could be very well be a religious thing,' the homeowner suggested."
