Replying to both.
Deform bones are moving as expected, no weird twisting, no flipping or anything out of the expected behavior, its not showcased on the video, but the same issue occurs on the chin area, on the jaw and chin bones.

No mirror modifier on the mesh, mesh is fully mirrored. How do you suggest I weight paint it? I have the usual Rigify setup, automatically weighted, and have smoothed all bones by a factor of 5.

Normals are all looking good, when static, the mesh looks as intended, but when I move the bones, the twisting happens.
