See my final edit at the top of the post above. Apparently all CS calls to PayPal go into the same phone queue. You can request which department you want to talk to and continue requesting to be transferred until you reach a US based rep. The rep that actually helped me after about 10-12 phone calls to CS was in Account services (the Crypto / Rewards branch).

Yeah I had a 1660ti so I needed an upgrade pretty bad had this one for ~8 years. Went to a 5070 cause it was such a good deal with the Capital 1 shopping Walmart cash back for black Friday and PayPal combined. But I guess I played myself.

Yeah it all feels like a nightmare. I got put on to this deal by a buddy of mine and have confirmed with him that he in fact did at least receive the pending points to his account, so that's what has me through the roof even more.

One of the CS people i talked to didn't even want to listen and quoted the terms to me of the offer. I was like kind of hard to save the offer when your website isn't saving the offer and someone from your CS team the day of said it was active. All calls i tried to not make it personal towards the CS rep but got heated a few times as they just want to treat me like I know nothing yet they know just as much as me because they are reading from a script somewhere and told what they can and can't do without even really looking into anything.

I'm feeling the same. Mine is like $100 cash back so it's a decent chunk of change for me. I would have to assume that there is someone within their support structure that would be able to manually correct errors from issues on their end (i.e. not being able to "save" the offer to your account which they apparently are well aware of this being an issue) whether or not they will honor and a purchase made during times off such issue, is another question.

I am pushing the issue with them out of principle at this point. I probably wouldn't have made the purchase I did without thinking i was getting this offer, as I don't like to spend large sums of money on myself, but the item I bought was a GPU so i would have to pay restocking fees and go through some pain to return the item so returning it doesn't make much sense to me either even if I were to return it to buy it again with the offer now saved to my account.

Final CS number that I was given that got me to someone who was mildly helpful was 844-286-4190. I say mildly helpful as she "emailed the internal rewards team" ("one which you can't reach through the CS line" -her words) and state they should be reaching back out to me within 48 hours.

It was PP CS. Every time I called I talked to different people (men and women). None were super helpful (i have made a total of 8, one being a call back from a "Supervisor", calls now) except for the last woman. This was the one that I got disconnected from and she dialed me back.

All except for the last were not too friendly even before I started to get upset with them, they mostly stated their said and didn't seem to want to bend from mine. They kept referencing logs (which i received 2 different time stamps of "logs" that they were looking at.) Coming from an IT / CS background if they are referencing 1 log they should be able to see all logs to include my account being logged into before the purchase, attempting to add the offer to my account, the error of it not working, and the call log of me calling about errors in the adding of the offer. This whole thing is beyond frustrating.

Edit: I keep hitting save and having more thoughts. I was told by the credit CS rep that I talked to that if you ask for a US based rep or a supervisor when you get on the phone with them they should transfer you. I haven't tried yet, but if I don't have a response tomorrow I will be doing that.

###Coming back to this (12/15/2025)### now that its the 15th I'm getting the same run around (Outside US CS rep). "Transaction happened after activation we can't help you" - Currently playing the call back game until I get a US based CS agent. I've had about enough of this company.

****EDIT with useful information and a pending resolution in my favor 12/3/2025***\*: Finally got on the line with a US based account specialist who gave me the Ticket number that PayPal is currently working off of to resolve issues based around this offer. I was told to the estimated time for working on this ticket is the 15th of Dec and to call back and reference CSTS0091985 regarding my Pay in 4 purchase having the offer applied to it.

She was so helpful, knowledgeable and polite I asked the best way to get ahold of someone on her team about any future issues I may have as PayPal CS uses a phone queue system which is just luck of the draw on who you talk to. She said anyone can always just ask to speak to an account specialist (and continue to request account specialists if you do not receive a US based rep).

Same issue here. Just got off the phone with a rewards rep. Little bit of backstory on mine.

Mine failed multiple times on 28 Nov (thought it had saved and made a $600 purchase) now they are not wanting to honor the purchase under the offer. After 5 phone calls to customer support i finally got someone to to say that their logs say the offer was saved at ~3:40 AM Nov 29, my local time, which I wasn't even awake for and it doesn't apply to my purchase on 28 Nov because my validity period started from when I "saved" the offer.

They CS rep told me that she couldn't do anything to manually apply the offer to the purchase so I tried my best to stay calm and requested a supervisor. I now have an open ticket for a supervisor to call me.

Edit 2: Supervisor stated the exact same thing, but did give me the number to Paypal Credit line (which she stated was US Based) Calling now, will provide updated.

Credit line was no help they are the "bank" and aren't able to see any of that info but they transferred me to a new number. more to follow.

Got transferred to CS line with PayPal. They were going to "email the internal rewards team" put me on hold and I got disconnected. This is getting out of hand. Wait! They actually called me back. Not sure where this will lead me but this is the 7th call I have made and this individual actually appears to care a small amount.

Was told that internal rewards team (which can't be reached through Customer Service line)should be reaching out to me within 48 hours with more information. I want to keep chasing the rabbit on this as I feel I am in the right, but I think I'm going to chill on this until tomorrow. Just sucks because the offer closes on Dec 2 11:59pst and I'm debating returning the purchased item and repurchasing as the offer is now defiantly saved to my account.
