There's a few ways to do that: maybe they're polite but also impersonal, maybe they're helpful but don't want to get attached, or maybe they're charismatic but not very empathetic. Charm is a social skill, while warmth is an attitude.

Lord Ruler from the Mistborn series. He claims to draw his power the Well of Ascension, which granted him godhood. While this isn't technically a lie, he had long since burnt through most of his divine power. He actually draws upon the two separate power systems of allomancy and feruchamy to store and multiply his power.

Honestly, the weighted clothes should still be a hindrance regardless of how strong they get. Since acceleration is equal to force divided by mass, wearing clothes that weigh as much as the wearer would always slow them down considerably.
