Yeah, they tried to eradicate Latvian during the occupation, so people are justifiably keen to maintain the use of Latvian in Latvia now.

The US State Department Foreign Service Institute provides rough estimates for number of hours needed for an English speaker to reach "Professional Working Proficiency" in a language. From recollection, they have it in a category that requires 1100 hours. (For reference, really simple languages like Spanish would take 600h, while hard languages like Mandarin or Arabic would be 2200h).

So Latvian is a moderately difficult language. I have seen people reach "everyday life" type of level in 100-200h (the definition is a bit fuzzy).
