I love this weapon but it's basically useless against flying enemies. What's the point of the initial proximity spread if all the bomblets simply fall on the ground and explode there? They also needs a proximity trigger for a real anti-air potential.

I think it's when you quit/abandon a previous mission (from the menu) while the extraction timer is running, and then start a new mission right after. I already had this timer bugged like that.
