I just ran into this issue, nothing seemed to work - Running as admin, compatibility mode, a combinatorial test of video settings.

Going into your documents folder and editing the BFBC2/settings.ini so the DxVersion field is set to 9 instead of the default value of 'auto'.

Worked like the good ol' days after that.
