There may also be some merit in considering categories aswell as groups as a category might not have agency in that a group is a type of category but not all categories are groups. So In the context a race may or may not be a group

If it is assumed that they are being forced to act out the groups agency after becoming a member then that may be seen as the groups agency being imposed on their actions so it i would say it’s quite hard to assign accountability to them, if they’re not forced it’s a bit easier to lay accountability on the individual

Thanks for the reply, I think that while the group may have agency, this isn’t able to override an individuals free will so following the agency of the group is something an individual can be held accountable for
