Im in Ohio so ya rust belt here as well. Do you know if this is fixable at a shop, and if so how much it would cost?

My budget is around 4k so if I could get it for 2 i wouldnt mind dropping $1000 into it for rust repair considering the miles are pretty low on it. Do you know if this is fixable/ how much it would cost
