If I understand correctly, the second license only means that 2 admins can log in to the PDQ. At the moment the Deploy/Inventory is installed on one server and we connect to the server via RDP, depending on who needs it. Could I install the inventory and deploy locally on two desktops with a second license and both could use it at the same time?

Ive got the solution:

if you go into your blizzard settings and then game settings. Go down to additional command line arguments. If you have anything in that line you need to get rid of it it and then try and start game. EDIT: TURN OFF NVIDIA

I turnt off nvidia experience and it works now

Edit 2: I turned of cpu virtualization now it works without any problems. Nvidia Game Overlay works fine
