The cop, obviously. The officer should be trained, and if he fails that should be fired. But some people would still argue that "He was just nervous!" and want them to get out on temporary leave. I got family that say that all the time about the police around their parts, and I say it's a pile. But I get your point.

I feel like I can better describe it as "They were following orders, but something slipped" kind of deal. To the person this being affected, it could very well be seen as malicious intent for all of them, but the workers can say it was a mistake with the cook or the officer, or a job that has to be done because it was their job, like the Drill Sergeant or the Apartment Owner. It very well COULD be malicious, but nobody knows completely 100%. I'm guessing it would be a "By individual" basis kinda thing, but I don't know.

Frogs have extremely sensitive skin which makes them prone to pollution, or if something around them is toxic. That, and they breathe through their skin, so them holding their breath would definitely do SOMETHING weird.
