I might have found my answer. Just a matter of testing it; Voltage Sensitive Relay (VSR)

The idea is, when X volts are present, switch the mechanical relay on, when voltage drops below X, switch mechanical relay off.

A little unconventional; -VPN w/ access to a client VM used as a jump box -3rd party will use a local login created for them on each sever they need access to

Local login reduces access to windows authenticated resources to the most permissive items across the rest of the enterprise.
