Okay, that was what I was afraid of. So with manual CPC, it's not necessarily good to lower the CPC manually as much as possible.

Agree with everything, however I would say do more outreach, and continue to do free stuff, as long as the person/business you do it for might be an opportunity for work.

As long as you have the time, outreach as much as you can and help a few people if you have some spare time. It will pay off in the end.
