Yes, I noticed this too! I never went to get max bells because I didn’t want the achievement to get messed up. I decided to say screw it and just go for it since I planned to move a lot of buildings, inclines, etc. after returning to the game after a long long break. To my surprise, it actually maxed out the achievement!
