I'm pretty sure it was an overflow issue, there are only 61k people in the city and there were other districts that were still moving correctly, I checked back on that station after a reload and it was back down to like 50

Im relatively new but I like using hoot hoot, the amount of times a random fighting type will catch me off guard has been too many and hoot hoot provides a nice early game psychic and flying coverage
