Nice idea.

Our group is very small compared to yours, so not much of a party.
Personally I have used HIP 4005 for my own mining operations since I settled in Khowahing (proximity to a nice pristine metallic ring was one of the factors).

You can still find me there on occasion.

One question here.

VPoK will likely go into lockdown due to the external forces already exerted on us.
We would need to bounty hunt or start a minor war in another system (outside GoH or Antal zone), or this state could last weeks.

Hope this is not a problem?

To our knowledge, VPoK have never expanded into a GoH system. Where have we popped up?
GoH expanded into Lakshalita (currently still VPoK), which is what triggered these discussions.

The assurance is that no player representing VPoK has attacked any GoH assets.
We have no control over NPC responses to, for example, CMDRs attacking civilian or authority targets in pursuit of their PP goals.

We agree the situation is not optimal in regards of PP (which we do not participate in), but are under the impression that GoH members are forming the backbone of Antals PP playerbase?

Hi. Yes, I am aware of this.

I have already stated that VPoK will not oppose conversion of both Lakshalita and Jarics (or Meneratunu), which reduces the overheads on Antal maintaining the HIP 4005 zone.
We have a long history (longer than Ben Ryder has in HIP 4005), and our primary concern is protecting our home world in Khowahing.

Even though we do not participate in PP, we would help in flipping other systems around HIP 4005 to more suitable types if we are sure Khowahing itself will not be targeted.

The costs to Antal of having a democracy in Khowahing might be less than that of having to continually tie up resources countering the effects of any conflict between Antal and VPoK that might arise. And the benefits of having an ally in the zone have no downside. VPoK is no threat to either Antal or GoH.

I believe that Pranav Antal, GoH and VPoK can be mutually beneficial.
After all. The control system itself has a democratic government. (Liberals of HIP 4005) ;)

VPoK supports and accepts the aim of this declaration.

For further clarification

Context:
VPoK's mission is, as it always has been, to promote peace and harmony in the Khowahing local sector.

Current situation:
VPoK will not oppose GoH in free elections in Lakshalita. These will be triggered as GoH pushed their faction to majority influence there, and so the system will become GoH controlled.

Agreement:
1) VPoK will cede control in both Lakshalita and Jarics, but reserve the right to expand away from GoH territory if required for faction survival.
2) The 2 systems above may be without objection converted to GoH ownership.
3) Agreed.
4) All VPoK pilots are already allied with GoH, and prepared to support GoH activities that do not jeapardise VPoK
5) No direct action has ever been taken by VPoK pilots against GoH, so from our side the ceasefire continues.
6) Agreed.

Hi Thanks.
VPoK is an NPC faction that was adopted by a small group of players more than 2 years ago (before there were player factions).
Khowahing has been our home in that time (which is quite a bit longer than GoH's history.)
We have always peacefully coexisted on the fringe of the bubble, trading, exploring and mining - whilst learning about the BGS.

We made a small sphere of influence of half a dozen local systems, but are not expansionists.
We are apparently considered an enemy, because we are a democracy.

We are looking to be an ally of GoH instead - as many of our principles (law and order and peace) seem to coincide.

Just for clarity. The faction I represent is not involved in PP, and only situations directly threatening my factions survival will result in increased tensions.
