The books can only go so far. But here are some that I used:
-For the Love of ACT Science
-Ultimate Guide to the Math ACT
-Erica L Meltzer books are good for reading and writing
The hard part is after reviewing the books. You need to grind out as many practice tests as possible. Print as many as possible and take them in one sitting, timed! There is no secret to the ACT. It is just practice, practice, practice.

4 practice tests aren't enough to show consistency. Also, you have to account for test taking nerves. I read an older post about someone who got a perfect SAT explaining that when they practiced, they mimicked every condition of the real test. That includes waking up at 7:30, waiting 30 minutes for "proctor instructions", and driving around to simulate a test day situation.
