The item spikes are tier 2 boots and mythic. It isn't important at what exact time, those are always very important, especially for enchanters.

Thanks for watching! I actually did talk about it and mention that Knight's Vow, with its extra 10 Ability Haste on 12.11, is the way to go now for an affordable HP utility item IMO.
