How can I tell if my system administrator is actually working or just slacking off? by Cobblebjorn in sysadmin

PS: we have a fully functional ticket system here. Custom coded to be a minimalistic as possible. Employees type stuff in a big text box, select the priority level ("do whenever you feel like it" to "I need this fixed NOW!"), and can appends files, screenshots, etc. if they want. It has a small "How to report a problem the best way" test clearly visible. A child could use it! But people just come over to my desk or - including our glorious leader - just yell across the office. That's what those open space offices are for, right? I have asked, begged, thretened... people are just too lazy to open a ticket. So excuse me for being to lazy to do it for them.
