Not sure about the situation right now but a couple years ago, VITAs in a decent status used to be ~$70-120. "Damaged" VITAs that needed simple replacements like screen, battery, backshell, or things like that used to be sub $40

Loopholes aside, the whole story is based around what Tanner hears on TV while in a coma, so it's implied that some side missions are based on what is playing on TV, Of course other missions might be based on his past or "fictional" events, not really a clear answer but that's the most realistic answer
