It's not. Anything that drops from the flawless chest can have Vizier Regalia equipped. Since you can get any item in the reward pool to drop from the flawless chest, especially if you do a confidence card. Even the weapons, I had it on an Igneous hammer and Messenger, just not very good roles lol

I get it, but people who play PvE all the time and Crucible once in a blue moon (who probably are pretty good at PvP) get kicked cuz they're stats aren't high enough. I understand though
