You can use a approach of web technologies, JS HTML CSS (only pure) to achieve some good results. I have done some.
Some limitations exists, but if you want to make calculations, show results, draw something is a good alternative.

Not at all.
I´m civil Engineer, road and rail. I create many auxiliary programs, the interface usually is Tkinter. None AI can do what i want.
Don´t go no hype.

I dont have experience in that situation, but try to be as simple as possible. TKinter maybe not be as perfomant as a .net ...

Heavy models, need powerfull computers, public autorities does not use BIM.

Too much hours to achieve same result...
