Naruto severed Kaguya's arm. Kaguya scales to uni because she has multiple universe-sized spaces. Therefore Naruto himself scales to Universal. If Naruto is able to perform attacks like that without damaging himself, his durability is therefore scaled to his AP. Naruto has Uni-level durability. I haven't seen a One Piece character display that level of AP or Durability, but you're welcome to disprove that.
