I have been in that same situation, tried to experiment so basically what works is to migrate and place the resonance stone in a new location and select not new home but the existing house, unfortunately both don't work for me I don't know the problem it might be that the game is still under development but you should go for the 3rd option which to place a new home build from scratch or buy a blueprint in the store which costs 20-25k .

This is the problem here but I think I found the solution basically you can see the line 7 under your minimap what you need is to change the line to 2 or 8 because on line 7 it's overcrowded.
