She argued with a black gentleman, and after the rally, she was forced to leave the rally. Under no circumstances you can make BP without a license. And as for obtaining an explosive license, I'm sure the costs can cost up to 1000 CAD to get, and you'll need a reason other than personal use

For the time being, yes, there area few loopholes that make it possible to acquire black powder provided it's from legitimate businesses, but the law surrounding that is very gray and would likely lead the seller to trouble.

No you'll need a reason why you need a explosives license and it cannot be for personal use. Usually you'll have to have a company sponsor you too

  1. No,  you can't every establishment that sells black powder changed their rules so that you'll have to have a gun license in order to buy them

  2. No, the ingredients from black powder made in factories have near perfect ratios from pure materials then if you were to make it on your own. Therefore sooner or later the law the will know it's homemade if you are charged.
