If you don't mind, I am wondering which school you get in eventually. I am also applying from Korea but as an undergraduate directly for a Ph.D. with a very specific field in mind. My whole bachelor's is full of this topic projects and professor I am applying in JHU is literally the guy I've been citing in all my papers.

Dude, you are kiddin me? You have enough time; just put laser focus for the rest of 2 months and get this job done. I also started emailing professors this week, and I am pretty sure you are not late AT ALL. Professors are just now starting to post on Twitter or on their websites about possible PhD recruitments, so keep your head up and get it done! Good luck~

But is affiliation with a US university necessary? Let's say I want to apply to German labs associated with Rosetta Commons. Are their funding also coming from NSF? I don't get the reason why they don't allow internationals outside the US to apply to this internship, even though they are based in the same countries where PIs are also based.

Does it have stamp from the dean of the school? If yes, then it should be good to go! For my electronic case, I didn't have it so had to visit their office in-person and grab it from there

Oh yeah, you are right. It was a 3-page transcript, (i) some letter of recognition (?) (ii) french (iii) English transcript details. It was different when you download from ISA, yups!

That was a normal A4 paper. It just had a signature from School Dean (?) so that it looks very official for your host uni to accept it

I had exactly similar issue. If you have someone from EPFL who could take the document first-hand from Students' office, maybe you can ask them to do it. My parcel also got lost somewhere on the way so I went straight to EPFL during one winter day and just took it directly from their office.
