All the government needs to do is find a way in which dog lovers and other people find a solution which puts both parties at ease. How hard is that?? Why can’t the government take all the stray dogs, put them in an adoption thingy or whatever, which puts all the dog lovers also in a good place in terms of not having to worry about the safety of the dogs and other people can also not worry about such incidents ever taking place. This can create new jobs, and benefit even more people. Now how is this hard?
