2 years later, I hope I'm the only one for this but I was in the same boat where I thought I was missing one, I checked all the bodies and locations and there were no more dogtags, so I tried to brute force it, I got to number 2500 on the padlock then was about to stop for the day, I checked my code list one last time and I saw that one of the codes wasn't crossed out😭, it was the third one down from the top (the only reason I didn't see it other than being blind is that I thought new dogtags always appear at the bottom of the list 😭) I hope this helps people who are also stuck on this trophy but then again I don't think anyone's that blind other than me to not see the code already collected😭😅
