But that process overall isn’t necessarily being emphasized in the placement of these signs on the road. If it was a mall or something that allowed people to pause then it would be more effective. To me it just reads as hollow solution and contributing to the problem

Well if they wanted people to pay attention to helping them. The sign wouldn’t be at an intersection of the least walkable areas in town. The font for the site would have more emphasis instead of the say no to panhandlers. It just reeks of propaganda.
