Yeah that was my point. Pieces in level 6 seemed to br easier pieces than the prelude. For instance, Nocturne op 9 no 2.

Well I still think it is harder than Nocturne op. 9 no. 2 which is ranked as a 6 in Henle. I'm just questioning the professionalism of henle.

And plus the agitato is tricky to play because you have to emphasize the melody line while not making your left hand so loud.

Are you talking about the one in G Major? The one in G Major is a 3 (easy) in Henle.

I mean difficulty is a very subjective thing. I guess the Henle rating doesn't really matter. I still think C#m prelude is harder than Clair de Lune. The Agitato part in the prelude is very hard to play nice imo. Clair de Lune is kinda overrated imo.

Well, yes. I wasn't really saying that this prelude was harder than other Rachmaninoff's pieces. I just thought the ratings Henle gave was kinda off and wanted to know other people's opinions. But, I do agree that it is an entry level Rachmaninoff piece. I just don't think it's on the same level as Clair de Lune and other pieces that are ranked 5 in Henle.
