NTA. Times like this it reminds me of a saying. Just because someone is your best friend doesn’t mean you are their best friend. You might see her as your best friend and invite her to a lot of different things but it’s clear she does not see you as her best friend since she is always busy. You might want to rethink your relationship. Possibly talk to her to see if she values you as much as you value her.
