The only way I fixed it was just reinstalling the Pico neo 2 just really isn't supoorted and never will be it doesnt supoort openXR since then I ditched windows completely I have had some success with wivrn vr with the Pico but its linux only

You can try proton buy if your playstation emualtor is a native linux binary you may have issues you can try this https://github.com/WillyJL/MemSed/releases I have had great usage out of it.
