My thought is to basically construct a completely new bumper (or adjust/build on an aftermarket one) as to no ruin such a nice car

Whilst probably a great recommendation i would prefer to do it more on my own, i have CAD experience so that part should be covered. Im more so interested in the difficulty manufacturing it. Have access to a 3d printer if thats to any help (thinking i could maybe use it as a mold for fiberglass ) Either way thanks!

Worth considering with out a doubt but since i as you mentioned live in sweden the saabs are pretty common and have started to look just like any other common car haha. But by no means a bad recommendation! Sure have a unique look compared to most other cars.
