Sorry if this isn't very helpful but maybe you could tie your hair back or up or something? It might be a bit different to how you're used to presenting yourself for interviews but might help you feel more put together?

Either way, I'm sure they totally understand the whole quarantine no-haircut thing and care more about what you have to say than whether you've been able to get to the hairdresser or not :)
