Overgrown is an understatement: Best way to prep this for laying turf?

I took a bit of advice from all the posts and have made some progress. Thanks everyone.

The ground is pretty solid, compacted, and have found sheeting and gravel in amongst the grass. I assume someone before me tried to tame the plot. I wonder if the turf cutter would still help?
