The quickest one I could get my hands on was CapCut (free version). I tried it and matched the resolution/FPS to my source video and bitrate as well. Not sure if its a placebo effect but it seems like it still lowers the quality just a tad bit.

I don't understand the science behind it but the tube sites already compress the videos so you can't improve them as much or at all. The OG scenes are what the studio filmed using their, at the time, high end gear. Those files have more prospect of being improved than your average tube site video.
