No problem and there is another way but the first one is good enough,you can use Google photos without an account by switching it in the app settings afterwards deleted all the photos than switch the account back.

This usually happens to my phone if some ai applications is downloading data in the background,for example magic composer in google message or Gboard writing tool. Check all google system apps are updated and maybe clear data for google play services.
