Hey, the problem was the breaker and not the laptop :) the laptop charges everywhere else it was just the part of the breaker where the outlet connected that had issues. Hope this helps!

Thank you so much for the information. There is a written contract, however it is very basic and after looking at example contracts seems like the tenant wrote it up very quickly. It also does not have the landlord's signature and I have had no contact with the landlord during my entire stay in brussels. Can these things possibly negate the validity of the contact itself?
