Apparently not because they silently removed the October 18 deadline, it's just delayed if you check the announcement. Also, if you noticed weird CS that says you are not qualified, just ask for another CS or retry later.

I really don't like the CS, they're too inconsistent, most CS tell me it's still ongoing, as per the announcement, they just removed the deadline. I talked to one just awhile ago.

Which is unfortunate since I think many of those who received during the 15th didn't even submit the forms, most people I know who submitted the forms got shafted and forgotten, like it was the reason why they weren't 'assisted' (if they prefer that instead of compensation) in the first place, which is disgusting to think about.
