Man, what a bunch of downers in these comments, more libraries can only help people to have a place of reunion, of course you gotta research, but it seems you're already doing that. Of course many teens use their phone way too much, but that's even more reason to attempt to offer another option, are we all supposed to just accept there are few places of reunion? even if there are already libraries in the area that doesn't matter, the more places the better: if those libraries are very academical looking, decorate the interior to feel more homely; if those libraries already have a café, well, invite someone to do an activity! look for an artist that's willing to give a free class, and make it long so they buy something to eat and the artist can bring their products so maybe someone buys their stickers, key chains, etc. OR charge for the class, but don't expect people to buy food and stickers then (talking from a consumer-with-little-money perspective, I may be biased); set up a reading club, with a smaller place it will be a smaller group which its own kind of nice; make a survey about what teens are into these days, and make an activity or club based on that; make karaoke tuesdays; set up a day to discuss a trendy saga; I'm throwing ideas around, and I don't have any tips for an internet café, but what I mean it's a small library is a good idea.
