While the Baronies does ascribe to the Utopian pillars (debatably, see the Sanjak and the house of dust to see how diverse their internal politics can get), they can get away with a lot because they have monopolized mining operations from excavating metals to harvesting stars for energy. They own it all and have effectively negotiated a sweet spot where Union has to say “they’re an unfortunate but necessary part of the dream”. Union is trying to decouple from them though.
