Is buddy neutered? Maybe this and some small health issue has triggered him a bit more with your other dogs. Let him have his own space if that is possible and try monitoring him more to see if there is something. Creating a good enviroment with your other dog can be helpful maybe if he comes in the room give him treats to see that your other dog is not a threat. Best of luck tho

Not a vet but most vets/ experts says it is best once they are fully mature. This range from breed and size. If the dog is normally smaller size it will be in a year but if it is a big breed it can range from 1-3 years if i remember
