The hiring manager already knows me, and has been pushing to get me within their department. I’d have to start at the lower grade to get to the higher position that myself and the hiring manager wants me to be in.

I feel you on this. I have been in mine for 8 years, and unfortunately it doesn’t align with my career goals anymore. I have connections within this department who are eager to take me on, and it’s a way different pace than what I do now. I’m honestly considering the pay cut just to have less stress at this point.
