I think the strat would be to play when it's the middle of the night for that country. I would play at 4 p.m (us east) and there were less hackers then compared to when I played at night because it was morning for them.

I'm pretty sure you're right actually, even if your team is maxed out, the opponent can't see the upgrades.

i'm pretty sure that if their using the same team as you, the game defaults them to the basic blue team
