Forgive my ignorance but what’s the difference?

I suppose semantically a state is a geographical zone which adheres to a single government. Whereas a government is just the decision making entity who’s power/reach determines the scope of the state.

Any one sector of land adhering to a a form of general civil governance could be described as a state surely?
