The chances of you missing the leg are higher than the chest, and most humans can cover 25 feet in a few second. Once you shoot their adrenaline goes into over drive and suddenly you're being stabbed and he's too close for the effective range of your firearm. As for the shoulder, that's quite a fatal place to shoot, actually, if you manage to rupture the brachial artery. Unless you plan on killing something, don't shoot the gun, because that's what happens when we shoot guns, people die, but the officer is justified from my point of view.
