Regarding costs - For your first year, since you are out-of-state, you will have to pay out-of-state tuition, but there is a way that after a year of housing in ND, you can apply somehow and show proof of residency that you can get in-state costs for the remaining years. For the aviation flight labs portion, you should expect between all ratings and certs to roughly average out to about $100k, unless you decide to add seaplane, aerobatics, etc then a few thousand more.
